I swear I remember from the first beta weekend that there were vendors that I could BUY skills from. Am I missing something, because I can't see them.

They aren't available until you get to the 2nd world... then I believe they are in the major cities.

The focus of buying skills from Skill Traders has been shifted to earning them by completing quests. There are still Skill Traders however they only have access to skills that you could have obtained from quests in the previous section of the game.
